But why waste time trying to reinvent the wheel?  Seems to me that the counties already got it right a couple hundred years ago.  And what works well in one part of the country isn't necessarily of any benefit in another.  This is merely a bunch of entrenched federal bureaucrats trying to look like they actually know what they're talking about.  But, what do I know--I'm just a dumb ol' abstractor...
