I don't think they're outsourcing. They have a fairly large office. I know for a fact that Halifax Co. would never allow a subscription for anyone outside of Virginia. It's county policy to try to protect the local trade. The subscriptions to deeds are in their company name, and I know they wouldn't give their access out to someone else, that would be untenable for any company.

Apparently they took their time subscribing to every available county. Two years ago, they were already stiffing abstractors in larger counties this way. I think they worked their way up to being able to do all the on-line counties in-house. It's just that they continue to lie to abstractors and tell them they are "absolutely not" doing that.
