I would not do so, only because in accepting the job, you are accepting the conditions of title which you'll need to search. 

Before I accept ANY project, I review all available Assessment Roll years, Tax Rolls and notations, Geographic Information Systems, Assessors Parcel Maps, Sales History, APN run, online real estate and mapping sites and more.  From this, I should know the ownership record reasonably well back by a quarter of a century or more depending on situs county.

I certainly add to costs if there are lot splits or if the client asks me to investigate beaks in the title chain to account for a discrepency (this is in regard to true breaks where the title is conveyed despite a lack of official records support for the conveyance.  a recent error by the Assessors agents in one county was a case in point of this sort of situation). 

If you're contemplating such a surcharge, then consider instead raising your overall rates and adding a few days of buffer to your standard turn-around quotes.  This would be more even-handed and fair.
