"UP" is the key.  If you need a faster connection to upload documents, you need to ask the sales representative (whether its DSL or Cable) what the upload speed is.  I'm amazed Phil is getting 7Mpbs upload speed.  I have never heard of anyone offering a package like that.  At home I have DSL and its upload speed is limited to 512 Kbps. 
At the office we have a dedicated T1, which is 1.5 Mbps.  It seems to do the job just fine, but unlike DSL or Cable, it is a dedicate line with fewer intervening bottlenecks.
