The FDIC case against WaMu's Killinger is a civil case... so, financial tap on the wrist at the most.  I read the case and there was nothing in there that struck me as a criminal act.  Without a smoking gun, a conviction would probably be tough. I do not know what you do about it to be honest.  It sure seems like the top dogs should bear more responsibility in this.
