William, I'm going to take a guess at your question and hope someone from NC corrects me if I'm wrong. I believe NC uses the Section-Township-Range system, which allows for the use of tract books as well as name indexes. If NC is like MS, the tract books have been in use since the beginning. Switching from STR to a parcel number system wouldn't be as much of a leap as going from a name index to a parcel system.
