Uncle Sam can tell you that you have to join the military if it decides to declare a draft, and Uncle Sam already siphons off a slice of your income and can collect more of it if it decides to raise taxes. Viewed in proper context, running a federal land title system would hardly be high on the list of "scary" powers reserved by the federal government.
In many countries, there seem to be workable systems where the government indeed does tell you who owns title. Maybe our current system here is better, but I do not think it is so obviously better that we should just not take a hard look at it and possibly consider reforms.
