I heard a while ago that Republicans wanted to end TARP, but I don't think it has actually happened yet.  I think that foreclosures have stalled a bit - default and foreclosure rates are down a little and some major banks put holds on their foreclsoures due to the MERS debacle.  Perhaps, if foreclosures are slowing, demand for modifications just might be down as well. 

I would not look for a huge increase in modificitions in the future.  Even if TARP is not eliminated, I believe it will be limited by Congress. I think that is unfortunate - I continue to believe that it is a good program that needs some tweeking, but there is still a need for help for homeowners.
