Randi...The 2 NY Court Houses I have worked in for 28 years are well run and neither me nor the other abstractors have ever had any issues with them...Vermont has the individual Town Clerk system...and they are always top notch...  Like I said, I don't see a connection with how abstractors dress...and how the Court Houses are run  in your current posts.......
