We have been very slow, too... and for quite some time.  I'm sure it is a combination of things, e.g. the mortgage crisis, more records available online, offshoreing, etc.  I do not expect it to get much better any time soon.  I'm sure the real estate market will rebound, but it will be a soft recovery and take a long time to get back to anything resembling normal.  But, even that will not help with the work lost to online records.
