Thank you for your response Matthew.   I need to offer some further information here. The seller in this instance is a GSE.  They are EXEMPT from payment of transfer taxes, however, the title agent chose instead to collect the EXEMPTED amount from the buyer "just in case" ; a clear violation of, if not the letter of the rules, at least the intent of the rule governing proper disclosures on the GFE.
