As always, I start with my standard disclaimer that I am not a lawyer and that the following should not be construed as legal advice.

That said, it seems to me that those fishermen are engaging in collusion, which is in direct violation of the Sherman Act (15 USC § 1, et seq.)  For all I know, there may be some kind of maritime exemption, so that law may not even be applicable in this instance.  Even so, if what you're suggesting was legal, it would be hard to come up with a uniform price that could be applied to every market across the country.

It's a good idea, it's just not workable.
