Oh no they do not reimburse! As someone said above, you're dealing with two separate entities and they take their cut at the start. We worked with them briefly for a few months. Payment was always off, even trying to account for what we'd agreed they'd take out as their fee. I had no problem with the pay-to-play idea... it's not much different than having someone ask you to reduce your fee right out of the gate and at least they had the potential of being a conduit to large clients. I figured it couldn't hurt to try it out and if it wasn't working for either of us, we could part ways.
As for putting my CC number in, there was never a problem with that. They seemed rather disorganized when they first contacted us then later told us it was taking time to get clients on board so I spent a lot of time inputting fees for tons of counties and not seeing a whole lot from it. Nothing ventured, nothing gained.
