You can also purchase Adobe Acrobat, which gives you all of the capabilities you are looking for.  It retails around $100 as well, and can be downloaded from their website directly or purchased in any office supply store. 

The Professional Version is also useful if you have to convert any autocad map files to PDF.  Otherwise the Standard Version would be sufficient.
