Given the recently filed lawsuit, that may be a prudent action.

However, Maryland law stipulate the charge should be split between the buyer and seller, so why isn't the seller being asked to put money into escrow as well? Especially when the law exempts first time buyers from paying anything for transfer? Unfortunately, I have no idea which department in Maryland would handle the complaint.
As an aside, I doubt the case against Freddie and Fannie will go in favor of the counties. I can't see the courts saying that those two entities are liable for past transfer taxes, especially considering how much financial trouble they are still in.
