Blame here is kind of beside the point.  I wouldn't expect a person facing a life-threatening condition with no insurance to make rational decisions in every case.  Maybe he had better options, and I obviously would not condone what this guy did, but I can see how someone would panic if they thought they were going to die.

A good health care system should be easy to navigate.  If you're sick, you should be able to go to get the care you need, regardless of your ability to pay, without needing to figure out whether or not they can get care if they apply for some program or another.  The people who need health care the most-- sick people and old people-- aren't going to be the clearest thinking segment of society. 

If Republicans get their way as far as gutting Medicare, we will see the effect on a much larger scale of this belief that people should behave rationally in their health care decisions or face the consequences.  It will be much tougher, however, to publicly blame 85 year old grannies for failing to effectively comparison shop for private health care plans.
