I also thought about the amount of money being wasted as I read this.  My larger point is that government has no business in the charity business, particularly when it is government policies which caused the housing problem in the first place.  Charity used to be strictly the purview of the church, working in conjunction with the private sector.  As a presence in the local communities, they are better equipped to make an objective assessment of who is truly in need and who is trying to “game the system”.  I know of at least three pastors in my area who have done a lot more with a lot less.
