What you may fail to realize is that the use of a camera is not restricted by the office holding the public records. In many cases, the office is located in a building that houses other Government offices, such as vital records or courts. THOSE entities, rightfully, ban the use of cameras. Therefore, cameras are banned from the entire building, regardless of where you are going, and the use of a camera to photograph public records is not possible. The policy is neither illegal or capricious.
The touting of the use of a camera to solve all problems does not hold in many areas of the country.
