Digital camera is better than scanner for a few reasons:

1.  Camera is smaller, more portable, easier to carry between counties

2.  Camera does not require plug in power supply as some scanner require.  Those that don't typically have heavy batteries

3.  Camera with Wi-Fi enabled SD card can be auto-set to upload images to a DropBox folder for client to retrieve without delay.

 4.  Camera can sync wirelessly with smartphones or wi-fi hotspots to automatically do the above.

5.  Digital stabilization of images makes a 16 megapixel camera very good at providing high resolution images.

6.  Scanners require a "dead tree" (paper) copy that costs fees to duplicate then scan, one by one.  Digital photographs can be taken from books, microfilm or computer screens at no cost to you or client.
