Are you assuming that there will be no cost to get information to MERS2? If it is postage you are concerned about, the counties could adopt electronic filing, some already have... it is coming and that would solve the postage problem.
If you are concerned about the filing fee, I don't see any reason to expect the federal government to do this for free, either.
And, the fact remains... MERS is more than a registry. I don't want the government as MERS2 to become the mortgagee on mortgages. Heck, we have already seen attempts to bar the GSEs from investing in MERS mortgages, now they want to become MERS? Its just ridiculous.
