California has been having courthouse furlough days: these are not holidays, but work closures to save state money. It behooves anyone to get online and check the holiday and closures schedules before driving down to the court records room, only to find it closed.
Given the state of the economy, I'm not surprised by the number of jurisdictions adding furlough days, changing hours (some county offices have gone to a 7am-6pm M-TH work week / closed Fridays), in order to save money.
Also, short staffing, attrition without replacing people in open positions, and more, affect the speed of service: it hardly helps to stand in line at 3pm if they are going to slam the window closed on you at 4pm.
