How is it that the public does not have access to the court records in Maine? Is this a state statute? Or has it become customary more as a stretch of authority by the various clerks?

This seems to be beyond a "liability" issue. Information can be selectively missed and buried under such a system. 

Do you know of any higher Maine court cases which limit public access?
