Most don't need them and are passing on additional, unnecessary cost in copy fees, delivery costs and labor time to their clients.

Your query suggests that you are old school and understand the value of a few key pages to title work.  

I see a ton of these "intermediary" firms who pass out title work to local abstractors.  They demand all the pages despite the cost, never thinking to limit the costs for the sake of their clients.  Title companies, we all know, have low-paid temp agency workers in cheap title malls, when they still have domestic workers at all.  None of these button pushers understands issues of records, liability and insurance.  The holy word of the computer printout is gospel.

 Even if you cut a cost and use digital imagery as I often recommend, it still takes time to make the copies and to attach them to emails, so I sympathize out here on the Left Coast.
