Hmmm,  I had the same sort of conversation with a client about them not being able to cut checks until the next cycle a few months ago.  What I discovered, with my now former client, is that of course they were lying & that they actually had no intention of paying me.  Fortunately it was for a small sum.  Why clients think that stealing is an ok activity is beyond me.
