I don't know the name of the company you speak of, but I know the mindset.  I've had companies ask me if I'm going to be in a certain county and by the way would I pull a file --- for free.  "I'll be there anyway".  It's usually for a search they did on line.  No, I don't pull files for free or in your case finish a limited search for a fee that is beyond ridiculous.  Good luck.
