They can, and do. It may not be legal for them to do it. But they CAN. And they do.

Any legal action against them (unless a bunch of people want to go Class action) would be more expensive than they money they owe. It's simply easier to refuse their work and warn others about them.

AND BTW maybe knock the arrogance down a notch?
