What do they do with the images?  Are they solely for the use of the County that had it's documents scanned, or are they available for purchase/viewing by anyone who wants to. 

Registries in Massachusetts have been scanning documents & indices for years & it's very helpful to have off-hour access to Registry records; but I will note  that overseas examiners have the same access that I have & are  doing computerized searches & undercutting my work product.
