Why is licensing such a good deal?   Won't it just make more work to go overseas for the cheap rates (for work done by UNLICENSED persons)?   Maybe an UNlicensed  U.S. abstractor is better than on offshore one.  At least they can get the odd, old book copies the overseas scum can't get.
