With so many title companies laying people off, I am surprised you're having trouble. Are you willing to hire someone to work remotely? If so, I have a few resumes I could send your way; please feel free to email me.
If you prefer to work with local people, hire someone young and bright and train them! Everybody has to start somewhere and at least that new person won't have any bad habits from prior title jobs.
