They are absolutely NOT paying their bills.  I have outstanding bills from October 2011.  When I threatened them on the first of the year with not doing their work they sent me partial payment of two bills.  Since then, I've received nothing but excuses.  It just doesn't make sense to continue to do the work even with the hope of getting paid which is what a lot of us do in these tough times.
