in what context is it okay for a government official (at any level) to threaten to “crucify” or “make an example of” someone?

I'll cosign with what Robert said about that-- I don't have much of a problem with making an example of a wrongdoer... much less merely saying it.  If that's the big outrage that has you so frightened, we're probably in okay shape.
