Two words: consumption tax.  That way, everyone has to pay, not just property owners.

It’ll never happen, though. It would put too much power in the hands of the citizenry, making it harder to raise taxes because elected leaders wouldn’t be able to bury a tax increase inside some other piece of legislation.
