I think it actually sounds consistent with the nuances of the other counties as well (Plymouth, Norfolk).  The issue is you have actual certificates of title, images of c.o.t, handwritten entries on c.o.t, computer entires on c.o.t., etc....rarely will you find one form that matches the other.

The separating factor is those examiners that know what they are looking for, can see what is missing, and follow up with the ROD to make sure nothing is being overlooked.  All the more reason title examiners can't be replaced by someone sitting in an office on the internet.
