Well, not quite. The headline makes no implied claim about how you could be doing. The headline is factual and true, to the extent that Case Shiller is accurate. Changes in the rate of decline (or increase) in prices is relevant, and worthy of a headline.
And if the SF Chronicle headline writer was so biased, why didn't they choose the month over month stat that actually showed house price increases? Case Shiller relased two price stats-- year over year, which decined, and month over month, which increased. Why highlight the stat thats declining in your headline if you want to paint a rosy picture? Makes no sense.
