I think the law you are looking for is one that requires abstractors to be licensed by the state and prohibits non-licensed abstractors from working in the state.  Furthermore, the title insurance laws should be modified to require that all policies issued be supported with a search from a licensed abstractor.

Currently only about 7 or 8 states have such laws.  Some are better than others.
