The BAR stands for British Accredited Registry..  why would you tell this person to go to a foreign agents system for training in the executive branch of the state?  Who do you work for?  The foreign agent or the state?

 My recommendation is another person who is in to selling their business and you purchasing it, in the contract to purchase, make sure the seller / abstractor is willing to stay a minimum 1 year preferable 2 to make sure you know the clients, the orders and the searching as well as tax season etc. 

Some abstractors will allow training inside their companies.  Check with them locally.
