#1  is it $290K or $295K  your first sentance lists both consideration amounts.

#2 to get to the heart of your question, you need to identify a VERY SPECIFIC jurisdiction if you want anyone to even attempt to help.  I do work across Central and Eastern Maryland and the answer varies depending on the County.

#3 avoid editorial comments about "devaluing nrighboroods".   I (and most other real estate professionals) couldn't care less.  As long as properties are moving that's all I care about.
