Hi Kurt!  If you are trying to reach an abstractor in northern VA, a number of our courthouses have stopped allowing cell phones after 9-11.  Some forbid them completely and others forbid them if they have a camera (only a very few phones today don't have cameras).  Some counties have made exceptions for abstractors they see EVERY day for years, but others they just don't allow it.
