This is completely horrifying. In Massachusetts, records get redacted all the time without being taken offline. When I find a social still typed under someone's signature I just call the Registry & they do the redaction without taking the document offline. The idea that she would do this without notfying anyone in advance is unbelievable. Do they still print record books in your part of the world? Everything up here is online - Essex South stopped printing books of any kind about 6 years ago. I wonder whose liability insurance is going to cover the inevitable losses that result from this fiasco.
