Thank you Robert.  I had not given a thought to just how we would explain this fee to the consumer.  I was actually thinking more along the lines of this is yet another fee that we will have to pass on to the consumer. 

It's too soon to tell, but I get the feeling that Maryland will join the list of other states who require this fee.   Asking the consumer to pay to protect themselves.... only in America  -:)
