It does not surprise me. I had a client that was in foreclosure... the decree of foreclosure was entered and my client moved out. A few years later, a neighbor contacted her to tell her that the house had been broken into and vandalized. My client told her old neighbor she lost the house in foreclosure, but the neighbor insisted that she checked the Internet and my client was still the owner. This is when the client decided to call me.
I looked into it, and sure enough, the lender got their decree of foreclosure but never filed an order of sale... the case was marked closed because of the decree of foreclosure, but it never sold. My client was still the legal owner.
By this time, the taxes had become a few years delinquent so we just asked the Treasurer to foreclose and they were very helpful. They filed a foreclosure and got it taken care of.
