The situation is what it is.  Whether we did it to ourselves or not is a non sequitur.  We are becoming a global economy and that's not going to change.  A company who is willing to accept reports from the Indians is not our problem -- we can't change their thinking -- and telling them they're getting junk won't change a thing either.  A lot of them are getting the preliminary work done overseas and then hiring local title companies for the final product.  It's actually a good strategy.  Puts US out of business, but it's still a good strategy. 

We can't change this so we must adjust and adapt.
