I have passed along this informaton to Indiana Land Title Association, as they contacted me originally.

The language is ambiguous. 

ILTA’s lobbyist is going to talk to the bill authors to determine intent.  We want to make sure that intent is not fee to be assessed for just being in the govt. office for more than  2 hours and we also want to make sure that after bill is passed, it would not be interpreted by govt. agencies as that.
