If anyone in the USA will work that cheap, shame on them.  100% of nothing is nothing.  Most, if not all, out of country vendors do not pay, usually after running up hundreds of dollars in copy cost.  I've had too many bad experiences with them.  (I'm a slow learner, but I do learn.)
