No one needs to be certified to conduct searches in Louisiana. 

Only attorneys can examine title here, and the requirement is passing the bar in LA.    I'm not suggesting this makes one qualified, but it is all that is required.    If you're looking for information on training an attorney in title examination, I suggest you contact ALTA or one of the title insurance companies - Fidelity, Stewart, of First American.
