I worked in PA for many years and yes D/C"s are not available at the county level but instead are usually only available in the village, township, city, etc. where you died.  They are in other words at that level of government clerks offices.  Fun to say the least when you have no clue a lot of the time as to where anyone dies as that is the only place it will be filed.  So if you died in your aunts house 6 counties away from where you live that particular location where your aunt lived is the location where you d/c will be filed.  For example if your on vacation in South Africa and you die there.  Guess what....that's where your d/c is filed and the only way to get into the county(ies) or states records that you owned property in is the counties in which you owned property in.  If anyone owns any property it should always be recorded in the real estate records just to protect the living family members to clarify the ownership of any lands you may have owned.  This would be true anywhere in the world, let alone this country.
