I think that is an interesting question.  The counties that I have spoken to in the past insist that they do not allow foreign entities to subscribe to their system.  However, we all know that these companies simply form a dummy domestic entity.  I do believe this is something to pursue because we are not manufacturing widgets, we are entrusted with the public land records and that is vital to a basic component of our economic and governmental system, i.e, property ownership rights.  If it wasn't, why would these records be kept by the government in the first place?
