kurt,   if a document is "of public record", how can it not be "in official records"?

Up here DC's are FILED in the Co Clerk Office, but may also be recorded in the

ROD office to put on notice in regards to real estate title issues.

Is that what you meant by, "not recorded"?

By complaint, is the ????? about a court filing in a lawsuit?   That would be on file in the

court's office, but not in the ROD possibly.
