I'm a little shocked that so many people are surprised that a client is only willing to pay the "county cost" for copy fees...upcharging for your copies is an absurd practice in my opinion.  It's like charging $15 for "shipping and handling" when it only costs your $3.00 to ship something.  I just really do not get that.  If you have your search fees adequately priced then you should not feel the need to charge more for copies than what the county charges.  Just my two cents. ;)
