I have never charged for copies except on the occasional commercial title search-- too much bookkeeping.  I am positive that the companies I work for would never pay me for copies they did not request.  Since when do the employees get to tell the employer how to run their business?  Again this sounds like a scam, if it is Altisource I know it's a scam.  I would find independent title examiners to do the work and gradually phase this company out.  There are plenty of independents who would appreciate getting more work from a company who will pay then on time.
